PURPOSE AND NEED FOR PROPOSED ACTION

The purpose of this project is to provide a safe, efficient intersection of County State Aid Highway (CSAH) 16 and Lynn Avenue/Glendale Avenue in Scott County. The need for this project is evidenced by the high crash and severity rates at the existing intersection and population growth in the area. Greater traffic volumes have led to congestion and increased crashes.

NEWS

Your voice at work: During the project open house, held at Savage City Hall, on July 16th many sincere questions were posed and discussed. Several very good suggestions were also made by residents. As a result of these suggestions and conversations several design considerations or modifications were made, including the following:

  • Consideration of a southbound to eastbound left turn lane from Glendale Road to 131st Street West.
  • Evaluation of line of sight issue in the northwest corner of the Glendale Road/131st Street West intersection. Modifications were made to the design that will help to address this issue.
  • Addition of left turn lane from eastbound CSAH 16 (McColl Drive) to townhomes.
  • Adjustments to detour plan to help reduce traffic on local roads.

Driver's Education: On September 21st members of the design team attended Fall Community Fest at the Prior Lake High School. A computer simulation of projected traffic traversing the roundabout was shown, questions were fielded and educational materials were handed out. PHYSICAL CHARACTERISTICS

Existing CSAH 16 (McColl Drive within the City of Savage) is a four-lane, B minor arterial roadway with shared turn/through movements (except for westbound right turns). Glendale Avenue has two through lanes in each direction, with the northbound approach to CSAH 16 splitting into three lanes, one for each movement (left turn, right turn and through). To the north, Lynn Avenue is a rural two-lane road, one lane in each direction, which develops both a designated left and right turn lane for the southbound approach to CSAH 16.

Both Lynn Avenue and Glendale Avenue are classified as collectors by the City of Savage. There are steeper grades along Lynn Avenue and Glendale Avenue (generally running downhill to the north), but not immediately at the intersection with CSAH 16. All four quadrants of the intersection are residential, and accesses near the intersection are limited to one on each leg of CSAH 16.

CRASH HISTORY

Analysis of crash data from 2003-2007 shows an overall crash rate of 1.0, which is above the metro average for a signalized intersection of 0.8. The intersection has had two fatalities during this timeframe. The severity rate for the intersection was determined to be 1.7, which is significantly higher than the metro severity rate of 0.8 for a signalized intersection.

Over 70% of all crashes, including both fatalities, are the result of through movements conflicting with left turns.

TRAFFIC VOLUMES

Average Daily Traffic is approximately 13,000 on CSAH 16, and 7,700 on Lynn Avenue/Glendale Avenue. Traffic on CSAH 16 is forecasted to double by 2030 and is identified as a future congested corridor. On Lynn Avenue/Glendale Avenue, projections indicate a 20% traffic increase. Comprehensive plans for both Scott County and the City of Savage include future plans that will alter traffic patterns at the CSAH 16 and Lynn Avenue / Glendale Avenue intersection. The City's comprehensive plan indicates a realignment of Lynn Avenue between TH 13 and CSAH 16, potentially relocating TH 13 access to Chowen Avenue. The realignment will not physically impact the CSAH 16 and Lynn Avenue/Glendale Avenue intersection; however traffic utilizing the intersection may increase. No change in land use for the area is planned.

Educational Materials

Primary Rules for Navigating a Roundabout

  1. Yield to vehicles within the roundabout: Vehicles within the roundabout have the right of way. Entering vehicles must yield.
  2. Yield to pedestrians at crosswalks – Always!
  3. Select proper lane based on destination prior to entering the Roundabout: Signage and pavement markings prior to the roundabout will provide direction based on your intended destination.
